I think it can be useful. You do have to keep in mind the limitations of lists. You are allowed a max of 20 Lists. After 20 you can no longer create new lists. Also you can add a maximum of 500 people to a Twitter list. I am hopeful Twitter will release or increase these restrictions in the future.

    Another option is adding twitter users to RSS and following themvia an RSS reader or Google reader. I have done this but I prefer the visual queues of Tweetdeck so I monitor feeds with that and use Global Filters to narrow down and sort through feeds.
